What is actually wrong with it

The fault list is short. A running tank and a weak flush are both usually parts inside the tank. A leak at the base is the one that damages the building, and a fixture that rocks is the one that causes it.

Ask them to name the fault before they name the price. “The toilet needs replacing” is not a diagnosis; “the flapper seat is pitted and will not hold a new flapper” is, and it happens to be a common one.
