What is actually wrong with it

Which of these is it? Running continuously, not flushing at all, flushing weakly, leaking at the floor, or moving when you sit on it. Each has a different cause and only one of them is urgent.

Ask which part was tested before the fixture was blamed. On a running toilet that means the dye test; on a leak at the base it means whether the flange was looked at. A quote to reset a toilet that does not mention the flange has not established why the last seal failed.
