Toilet Repair in Poland, NY
In Poland, 76% of the housing predates 1990 and 83% of households own their home. Old fixture, and nobody else to call about it.
Short version
83% of occupied homes in Poland are owner-occupied, so a failed toilet there is almost always the occupant's own to repair and the occupant's own to pay for. Nothing has to be cleared with anybody before the work is arranged. Housing there is 76% pre-1990, which dates the house rather than the fixture.

What the age of Poland’s housing suggests
With 76% of homes built before 1990, Poland sits firmly on the old side of the flush-volume line. EPA describes pre-standard toilets as using 3.5 to more than 5.0 gallons per flush, and older ones as much as 6.
The house is what this dates. If you want to know about the fixture itself, the date is usually molded inside the tank lid.

What is actually wrong with it
The fault list is short. A running tank and a weak flush are both usually parts inside the tank. A leak at the base is the one that damages the building, and a fixture that rocks is the one that causes it.
Ask which part was tested before the fixture was blamed. On a running toilet that means the dye test; on a leak at the base it means whether the flange was looked at. A quote to reset a toilet that does not mention the flange has not established why the last seal failed.

Checking a plumber in New York
Checking a credential in New York
New York issues no state plumbing license. New York City licenses Master and Journeyman Plumbers through the Department of Buildings; elsewhere in the state it is your own city, town or county. Start here. Ask the contractor which municipality licenses them and confirm it with that office before work begins.
If the dye test pointed at the flapper, that is a part, not a fixture.Worth saying on the call, because it changes what somebody arrives with. We connect you to a contractor covering your area and you are never charged. We work across Poland on every plumbing matter, not toilets alone.
